To add subtitles in Premiere Pro, import an SRT file like any other media (File > Import) and drag it from the Project panel into your sequence: Premiere creates a caption track and places each caption on it.
Premiere has its own Speech to Text as well; an SRT from Exemplary AI is for speech in a language Premiere's list doesn't cover, for correcting the words before they reach your timeline, or for captions translated into other languages. How to add subtitles in Premiere Pro

Premiere's Speech to Text, or an SRT from Exemplary AI?
Premiere transcribes inside the app: open Window > Text, generate a transcript on the Transcript tab, then choose Captions > Create captions from transcript, with settings for characters per line, duration, gap and one or two lines. Adobe's Speech to Text languages are Danish, Dutch, English (US and UK), French, German, Hindi, Italian, Japanese, Korean, Norwegian, European Portuguese, Russian, Spanish, Swedish, Simplified Chinese (Mandarin), Traditional Chinese (Mandarin) and Traditional Cantonese. English comes installed; the others are language packs you download.
An SRT from Exemplary AI earns its place when the speech is in a language outside that list, when the transcript should be corrected before it touches your sequence, or when you need the same captions in more languages. It brings the spoken language detected for you, a transcript you correct like a document before it reaches the timeline, speaker names in the file if you want them, and translation into any of 116 languages, each language as its own SRT; import each language as its own caption track.
