If you can play a video in Drive but there is no Download option, its owner has turned off downloading for viewers and commenters; ask them to share the file. If Drive says too many people have viewed or downloaded a file, the limit usually resets within about a day.

Can I paste a Google Drive link?
No. Links from YouTube, TikTok, Instagram, Facebook, Vimeo or X import, but Drive links do not. Download the video and upload the file.
Why can't I download a video from Google Drive?
The owner may have turned off downloading for viewers and commenters, or Drive may be limiting a file many people have opened; that limit usually resets within about a day. Downloading in a browser also needs third-party cookies allowed.
